【ホノルルの格安物件】ホーム・インスペクション（点検）

契約後最初にしたこと・ホームインスペクション

先週のブログに書いた格安物件ですが、最初にしたことは家の点検です。日本にもあるそうですが、あまり利用されてないようです。米国ではするのが普通で、戸建てかマンションか、またその大きさなどにもよりますが、この家の場合、＄700もしませんでした。点検にかかる時間は、点検する人にも、物件の大きさにもよりますが、1－4時間程度です。小さな物件で、すぐに終わるようなら、インスペクターと一緒に行くことをお勧めします。家の中をじっくり見る良い機会です。何時間もかかるようなら、終わりの方に行って、インスペクターから口頭の説明を受けることを勧めます。報告書だけを見ても、あまりピンとこないでしょう。

報告の仕方は人によって異なり、点検用紙に書き込みながら点検をして、終わったらそれを渡してくれる人もいれば、全部データ入力してメールで送ってくれる人もいます。私はデータで作ってくれる人を勧めます。メールで簡単に送れますし、現場で撮った写真も載っていますので、どういう問題があるか、具体的によくわかります。また、後で業者に修理を頼むときも、簡単にメールで送れます。また、インスペクターによっては、ドローンで写真を撮ってくれる人もいますので、特にすぐ裏に山や谷などがある敷地の場合は、地勢がよく分かって便利です。

インスペクターは何をするのか？

ハワイには地震はほとんどありませんので、耐震補強の必要があるかどうかはほとんど問題になりません。アメリカでは冷蔵庫、食器洗い機、洗濯機、乾燥機などの電気製品がついてきますので、それらがちゃんと使えるか、炊事場やお風呂の排水が詰まってないか、取れている網戸はないか、照明はちゃんと点灯するかどうか、水漏れやカビはないかなど、とにかく全部調べてくれます。ただし、シロアリの点検は専門業者に頼まなければなりません。

ずいぶん安く売っている家ですので、本当に大丈夫なのかどうか、入念に調べてもらいました。売主も来て、カギを開けてくれました。私は出張していましたので、家内と息子に、点検が終わるころに行ってもらいました。家の中は特に大きな問題はなし。取り付け型の大きな冷蔵庫の冷凍庫が壊れていましたが、これは売主が直すと言ってくれました。

パンチボール･･･死火山は安全か

もう一つ心配していたのは、すぐ裏にあるパンチボールです。ダイヤモンドヘッドを小さくしたような死火山で、この家はその中腹にあり、家の裏にはほかの建造物はありません。火山性の堅い岩盤ですので、地滑りはないと思いますが、上から岩でも転げてきたら大変です。

地質調査をしてもらうということも考えましたが、果たして家の敷地より高いところの地質を調べることができるのでしょうか。それに、このような調査は、大丈夫だと報告して後で何かあった場合に訴えられる可能性があるので、実際よりも悪い評価をする可能性が大です。本当は危なくないのに危険だというレッテルを張られると、自分が売るときにもそれを開示しなければなりません。

まず連絡したのが保険会社です。危ない場所に保険は出さないと思ったわけです。問題なく出るということでした。しかし、それよりももっと安心できることがありました。ドローンで敷地の写真を撮ったところ、敷地の上の方に金網が張ってありました。大きな岩が転げてきてその金網を押し倒したような形跡もありません。このような網があるのは、この近所では、この家と同時に建てられた隣の3軒だけでした。よほど大きな岩が転げ落ちてこない限り、家に当たる心配はなさそうです。

もう一つドローンで分かったことがありました。それは太陽光パネルが40枚ほどあるということです。通常、太陽光パネルがついていればマルチ・リスティング・サービスにそのことを書いて宣伝するものですが、この業者はそれもしていないのです。4階建ての家ですので、内見に来た時には屋根の上は見えませんでした。何万ドルか得をした気分です。

インスペクターの報告

報告書は58ページで、問題点は全部で45ヶ所指摘してありました。45と言うと、ずいぶん多くの問題があると思うかもしれませんが、これは、このインスペクターがいかに細かく見てくれたかの証だと思います。報告書は90日の保証付きですので、90日以内に何か見落としていたことが分かれば、彼がその責任を負うことになります。リストの約半分は、修繕する必要はなく、残りのほとんどの項目も、大したことではありませんでした。

この報告書をもとに、何を直してもらうか、あるいはその分売値を下げてもらうかを考え、交渉することになります。そのための期間は売買契約書（つまり自分が出したオファー）に明示してありますので、その期間内にすることが大切です。よく手入れされている小さなマンションでしたら、特に問題などないことが多いでしょうが、大きな古い家の場合は何が見つかるか分かりません。なぜこのようなサービスが日本であまり使われないのか、不思議だとは思いませんか。
